										<content:encoded><![CDATA[<p><b>USAHA </b>Kerajaan MADANI menjadikan persekitaran siber lebih selamat dan inklusif perlu disokong.</p>
<p>Penggunaan peranti yang semakin rancak terutamanya dalam kalangan golongan muda dan kanak-kanak meningkatkan risiko terdedah kepada kandungan berbahaya di ruang siber. Sebagai contoh, tahun ini sahaja, <a href="https://www.bernama.com/en/news.php?id=2368466">Facebook telah menurunkan</a> 172,072 kandungan melibatkan judi dalam talian dan 56,136 kandungan berkaitan penipuan (<em>online scam</em>) atas permintaan Suruhanjaya Komunikasi dan Multimedia Malaysia (SKMM). Selain itu, pengguna juga wajar mendapat perlindungan daripada ancaman jenayah dan eksploitasi seksual, kandungan palsu, dan buli siber turut yang memudaratkan masyarakat.</p>
<p>Menyedari hakikat ini, kebanyakan negara telah mengambil langkah penyelesaian drastik tersendiri. Misalnya, Australia telah <a href="https://www.bharian.com.my/dunia/lain-lain/2024/11/1330227/australia-lulus-undang-undang-larang-kanak-kanak-guna-media-sosial">memperkenalkan larangan</a> bagi individu bawah 16 tahun daripada menggunakan media sosial, dan Singapura memperkenal Akta Perlindungan daripada Kepalsuan dan Manipulasi Dalam Talian (POFMA) bagi menyekat penyebaran kandungan-kandungan palsu.</p>
<p>Berbanding negara-negara ini yang menggubal undang-undang baharu, Malaysia pula mengambil langkah berbeza dengan mengukuhkan peruntukan sedia ada. Semalam, Kementerian Komunikasi telah membentangkan pindaan kepada Akta Komunikasi dan Multimedia 1998 (Akta 588) bagi bacaan kali pertama.</p>
<p>Selain pengukuhan kaedah penyiasatan bagi kesalahan dalam talian menerusi pindaan ini, kita juga harus menyambut baik langkah memasukkan huraian bagi semua jenis elemen kandungan yang dapat menjadi panduan buat pihak berkuasa dalam penguatkuasaan supaya peruntukan tersebut tidak disalahgunakan. Sebagai contoh: penjelasan bahawa kandungan berbentuk satira tidak dianggap sebagai palsu dapat mencegah mana-mana karya fiksyen yang dianggap parodi daripada disekat.</p>
<p>Akhir sekali, usaha melindungi setiap anggota masyarakat daripada mudarat siber tidak sepatutnya bergantung kepada peruntukan undang-undang semata-mata. Program pendidikan dan kesedaran perlu digerakkan bersama-sama agar kita cakna akan peranan masing-masing dalam mewujudkan ruang siber yang selamat dan inklusif.</p>

										<content:encoded><![CDATA[<p><b>EVERY </b>36 months, a window of opportunity emerges for the DAP to shed light on the organisation’s basic governance structure for political commentators and the wider public. With internal elections taking place every three years comes renewed interest on the happenings and structural make-up of the party. This is a positive development and serves as a recognition of its increasingly important role in Malaysia’s political landscape.</p>
<p>As states conduct their respective ordinary conventions, conversations in recent weeks have revolved around the recently concluded Penang DAP party polls. Of the various chatters and commentaries online, I found questions on the party’s two-tiered polling process particularly interesting and shall use this article to correct misconceptions and touch on the basic features and spirit of the system as outlined in the party constitution.</p>
<p>Hopefully, this short primer of DAP’s internal electoral process will serve to benefit many including those who casually follow the ongoings of Malaysian politics.</p>
<p><strong>Democratic At Multiple Levels</strong></p>
<p>As per the tradition of most left-wing parties, DAP is led by a Secretary-General and it practices a delegate system, where delegates represent their respective branches to elect a cohort of leaders at the state and national level. For example, branch members vote for delegates they want to send to the DAP National Congress. These delegates will then elect 30 Central Executive Committee (CEC) members and from whom a Secretary-General, a National Chairman, and other office-bearers are elected.</p>
<p>At the state level, delegates vote for only 15 candidates to be part of the State Committee. They then go through a similar process where successfully elected candidates deliberate and elect office bearers. Essentially, whoever commands the confidence of the majority of this cohort will helm the committee. This is laid out in the party constitution where it reads that <em>“every state committee member shall elect amongst its members”</em> who occupies positions such as “<em>a State Chairman, a State Deputy Chairman, Two State Vice Chairmen, A State Secretary”</em> and so on.</p>
<p>DAP&#8217;s democratic practice, where leaders are not directly elected, is not out of the ordinary. In fact, if we take a closer look at Malaysia&#8217;s parliamentary system, we also do not directly elect the members of the Executive branch – i.e. Prime Minister, Deputy Prime Ministers, and Ministers. Unlike the US-style presidential system, we vote for our representatives in Parliament. Whoever commands the majority&#8217;s support among these parliamentarians, will then get the chance to lead and form a government. Similar concept applies to the states.</p>
<p>Democratic practice among Malaysia’s political parties is vibrant and takes many forms. Different parties have their own methods of determining their leadership line-up. Parti Keadilan Rakyat (PKR) practices direct elections to select its president, while for UMNO, delegates from parliamentary division directly vote for their top leadership.</p>
<p>Of course, no model or approach is perfect. Each will have its merits and challenges. However, knowing the power structures and how they function becomes invaluable for members at the grassroots level to influence and sway leaders at the top – essentially what democracy is all about.</p>
<p><strong>Finding Common Grounds</strong></p>
<p>Given DAP’s differentiated governing structure, party delegates will have formulated customised voting strategies, each with their own set of preferred leaders, either top 30 at the national level or top 15 at the state level. It may not fully rely on a single persona, rendering assessments on a candidate’s performance based solely on votes garnered wholly inaccurate.</p>
<p>This practice of electing a pool of candidates also allows delegates to ensure the selection of an inclusive leadership team that is diverse in terms of experience, skillsets, background, perspectives, and outlook – becoming a natural mechanism of check and balance. Combine this with other safeguards in the party constitution including provisions on term limits, fair representation mechanisms, and inclusion of elected representatives as part of the organisation’s decision-making process, the structure provides the party with an impetus to stay relevant with the times.</p>
<p>Democracy must ultimately serve the people. This means that our focus should go beyond just the polling booth to how we can find common ground on issues that matters to the people. Measures implemented by the DAP up to date have ensured that there are enough channels and avenues within the party to bring up aspirations and concerns of the members and the public to be considered during committee deliberations.</p>
<p>It is heartening to see more and more people taking interest on the inner workings of the DAP. Hopefully, this opens up more interactions that not only will improve how we serve the people but also strengthen Malaysia’s democratic practices.</p>

										<content:encoded><![CDATA[<p>Ketika berdepan dengan isu kontroversi, pemimpin politik bertanggungjawab meredakan ketegangan, bukannya menyemarakkan perselisihan. Malah, pemimpin perlu menunjukkan contoh teladan yang baik buat masyarakat dengan memilih jalan damai biarpun ia suatu pilihan yang mencabar.</p>
<p>Baru-baru ini, hasrat ramai untuk menyambut Ramadan dengan tenteram tidak kesampaian apabila saban hari diganggu insiden kontroversi setiap minggu. Ketenteraman ini tidak juga muncul di hari-hari akhir Ramadan apabila timbul pula isu salah tafsir logo beberapa kasut berjenama ketika khalayak ramai sedang sibuk membuat persiapan hari raya.</p>
<p>Walaupun insiden berbeza, modus operandinya sama. Warga siber yang berpengaruh membangkitkan isu hangat di media sosial. Momentum kemarahan daripada interaksi pembaca dijadikan penentu oleh algoritma media sosial bagi mendorong sesuatu isu diangkat tular (<em>viral</em>). Kemudian, ia dilapor oleh rangkaian berita dan portal lalu tercetus satu lagi kitaran kemarahan yang dibawa ke media sosial. Begitulah kitaran kemarahan ini berlanjutan sehingga isu lain pula yang menggamit perhatian dan menyalakan kemarahan warga siber.</p>
<p>Bagi setiap insiden, ruang perlu diberikan kepada pihak berkuasa membuat siasatan lanjut dan pihak yang terlibat untuk membuat penerangan. Walau bagaimanapun, sering kali ruang ini dikerumuni oleh pihak yang lebih mementingkan agenda peribadi sama ada dijadikan modal politik atau untuk segelintir pempengaruh yang menjadikan sesuatu isu sebagai ‘umpan kemarahan’ (<em>rage-baiting</em>) untuk pemasaran produk. Lebih malang lagi, ada yang tidak teragak-agak untuk mengutarakan komen yang disulami unsur perkauman dan kebencian tanpa menghiraukan jika tindakan mereka bakal mengeruhkan keadaan dan meluaskan jurang perpecahan.</p>
<p>Dalam era dominasi media sosial, sememangnya mudah untuk kita dihanyut arus kemarahan yang tercetus di alam maya. Untuk ahli politik, bukan senang untuk menongkah arus sentimen yang disangka popular. Namun, inilah tanggungjawab seorang pemimpin dalam konteks masyarakat berbilang kaum – perlu berani menggunakan kebijaksanaan untuk memimpin dan menegur bagi memelihara keharmonian negara. Bukannya menjadi individu paling lantang mengapi-apikan sentimen perkauman.</p>
<p>Sempena Syawal, semoga kita jadikan sambutan lebaran kali ini sebagai peluang untuk membuat renungan. Misi membina negara Malaysia merupakan satu perjalanan yang panjang dan ia memerlukan usaha setiap antara kita tidak kira warna kulit ataupun fahaman. Biarlah jalan damai itu sentiasa menjadi pilihan kita sebagai masyarakat tidak kira betapa sukar ia sekalipun.</p>

										<content:encoded><![CDATA[<p><strong>IT</strong> is ironic that while Deputy Minister of National Unity Wan Ahmad Fayhsal carelessly tried to position his coalition Perikatan Nasional as a protector of the Malay community, he neglected to mention how it failed to protect the community from rising living costs, depressed wages, and loss of employment, issues that threaten the economic security of Malaysians across the board.</p>
<p>In fact, we are currently knee-deep in the wreckages left by the combined dysfunctional rule of Perikatan Nasional and Barisan Nasional spanning just over 24 months. While enduring a once-in-a-century destructive global pandemic, Malaysians have been forced to fork out their own life savings to survive. Additionally, young workers face a higher incidence of joblessness. The most recent data shows the unemployment rate for youth (15 to 30 years old) standing at 8.3 per cent in January 2022, higher than the national average of 4.2 per cent.</p>
<p>On several occasions, Malaysians even had to dip into their retirement funds to put food on the table. With take-home pay being so low compared to of skyrocketing prices of goods, it is common to see people working two to three jobs just to get by. Others look towards greener pastures overseas, hoping to build a better life out there.</p>
<p>Meanwhile, what have the Perikatan Nasional and Barisan Nasional joint-administrations brought to the table? We have had two Prime Ministers, each with his own inept line-up of Ministers and Deputy Ministers who are more invested in their positions and self-interests while raking in tens of thousands a month in salaries, allowances, perks, and benefits, rather than whole-heartedly carrying out their duties.</p>
<p>Unfortunately, what we see today is merely a symptom of a broken system. The country’s wealth and riches are concentrated among the privileged few. Along with that, the power to influence the structure and how our nation’s administration and economy are organised. Thereby, effectively creating a nation of double standards or <em>Dua Darjat. </em>Two sets of rules and realities for two sets of people &#8211; one for the BN/PN political elite and connected VVIPs, while another for everyone else.</p>
<p>Examples of this blatant unfairness were on full display when authorities selectively enforced Covid-19 SOPs. While high profile politically connected VVIPs got off scot-free or just received a slap on the wrist for breaching SOPs, ordinary Malaysians faced harsher punishments even for comparatively minor breaches. These double standards spread across other parts of our lives as well including in matters of employment, education, business dealings, traffic offences and so on. If left unchecked, the divide between these two Malaysian realities will only widen.</p>
<p>This and other factors have caused Malaysians, especially youths, to become disillusioned and disengaged from the political process. The disunity among the ranks of the opposition parties did not help either. It further exacerbated voters’ apathy as they see no viable bloc available to challenge the status quo and provide a convincing way out of their current predicament. The recent Johor state election was a testament this &#8211; at least 40 voters chose to stay home rather than exercising their right to vote. As a result, Barisan Nasional won, and the status quo prevailed.</p>
<p><strong>Middle Malaysia’s Dilemma </strong></p>
<p><strong> </strong>Today, Malaysia’s politics is at a crossroad. Swing voters, comprising of new voters, and those who are undecided and disengaged, will clearly be the kingmakers of upcoming elections. Most of these new voters have no memories of the BERSIH rallies or what it took to give birth to a new democratic Malaysia. Let alone the struggles from the reformasi era of the late 90s and early 2000’s. For us to reignite the fight to build the foundation for a better Malaysia, these are the voter blocs that we must win over.</p>
<p>And to do this, no political parties can go at it alone. In fact, it cannot even be achieved by political parties alone. It will require a broad-based citizens’ movement that share similar values cutting cross different segments of our society – politicians, civil societies, unions, students’ associations, trade federations, activists, professionals, business owners, and many more.</p>
<p>Looking back at Malaysia’s democratisation in 2018, it was not the sole feat of any particular political party. It was won because Malaysia’s middle ground voters banded together and pushed for change. It was a campaign of the people, by the people, and for the people.</p>
<p>Fragmentation among those who desire change will only give way to actors from the Barisan Nasional and Perikatan Nasional regimes to consolidate power and perpetuate a six-decade-old broken system that enriches a select few and leaves ordinary Malaysians to fall through the cracks into vulnerability.  Off and on, politicians such as Wan Fayhsal will emerge to distract and drive a wedge between us to gain cheap political mileage.</p>
<p>Let us be better than that. Let us come together and formulate a shared agenda to build a better Malaysia. Of course, each person&#8217;s vision of an ideal society could be different. But the essence of a democratic society is about finding common ground and where our interests align.</p>
<p>We can start with envisioning a society that espouses the values of social justice, freedom, and economic solidarity. Pushing for an administration that is bold and imaginative enough to create good jobs with decent pay, establish a robust safety net to protect the people when times are tough and provide top quality social services in terms of healthcare and education that are accessible to all segments of society.</p>
<p>We do not need to put our hopes and dreams in superheroes or any single person to save the day. Believe in ourselves. Our success in building a better Malaysia will be greatly driven by our collective effort to push ahead. We all have the agency and capacity to bring about the change that we want to see.</p>

										<content:encoded><![CDATA[<p>Tarikh 15 September menandakan Hari Demokrasi Antarabangsa (<em>International Day of Democracy</em>). Dalam minggu yang sama, pada 13 September, sistem demokrasi Malaysia juga menempa detik bersejarah baharu dengan termetrainya Memorandum Persefahaman (MoU) Transformasi dan Kestabilan Politik antara kerajaan pimpinan Perdana Menteri Dato’ Sri Ismail Sabri dan Ahli-ahli Parlimen Pakatan Harapan.</p>
<p>Persefahaman ini merupakan perkembangan terkini susulan kemelut politik berpanjangan yang tercetus akibat percaturan politik Langkah Sheraton pada Februari 2020. Walaupun beliau telah berjaya memegang tampuk pemerintahan, Perdana Menteri Tan Sri Muhyiddin Yassin, yang menerajui kerajaan ketika itu, tidak senang duduk apabila terpaksa menghadap gertakan saban hari daripada kelompok-kelompok dalam gabungan beliau sendiri.</p>
<p>Disebabkan majoriti yang tipis, Muhyiddin menggunakan pelbagai taktik termasuk habuan dan ancaman politik bagi menjamin kelangsungan pentadbiran beliau. Malangnya, obsesi beliau dalam menagih sokongan Ahli-ahli Parlimen menyebabkan tersisihya agenda rakyat seperti pembendungan virus Covid-19, penjanaan peluang pekerjaan, penyelarasan dasar, dan penggemblengan seluruh jentera pentadbiran dalam mengekang penularan wabak daripada tumpuan kerajaan. Keutamaan-keutamaan ini memerlukan kepimpinan dan keazaman politik yang jelas, tetapi Muhyiddin telah gagal untuk memberikannya.</p>
<p>Akhirnya beliau tersungkur jua. Muhyiddin terpaksa berundur apabila beliau kehilangan sokongan majoriti disebabkan penarikan sokongan daripada parti rakan beliau sendiri. 14 Ahli Parlimen UMNO yang menarik sokongan daripada Muhyiddin dikatakan adalah mereka yang “sealiran” dengan Presiden UMNO Dato’ Seri Ahmad Zahid Hamidi.</p>
<p>Ismail Sabri kemudiannya menggantikan Muhyiddin, tetapi majoriti beliau juga tipis. Perdana Menteri baharu, komposisi kerajaannya tetap sama. Berbekalkan sokongan hanya 114 Ahli Parlimen, beliau masih mudah tergugat oleh kelompok-kelompok dalam parti sendiri dan parti-parti rakan. Tambahan pula, beliau tidak “sealiran” dengan geng Zahid. Menyedari kedudukan beliau yang lemah, sekutu-sekutu beliau tidak melepaskan peluang ini untuk membuat pelbagai permintaan, lantas menambahkan tekanan terhadap Ismail Sabri.</p>
<p>Bagi mematahkan ancaman daripada dalam gabungan beliau sendiri, Ismail Sabri terpaksa mengetepikan ego dan mengorak langkah berbeza daripada Perdana Menteri sebelumnya. Jika beliau terus bergantung hayat dengan memberikan ganjaran kepada rakan-rakan gabungannya, lambat laun tentunya beliau akan menemu nasib yang seperti Muhyiddin. Setiap sesi parlimen, rang undang-undang, dan pembentangan belanjawan mungkin bakal menjadi detik terakhir beliau sebagai Perdana Menteri.</p>
<p>Dengan latar belakang inilah, Ismail Sabri menghulurkan tangan sebagai tanda perdamaian kepada pihak lawan menerusi satu tawaran persefahaman. Bagi meneruskan kelangsungan politiknya, beliau perlu mengimbangkan ancaman dalaman dengan sokongan blok luar. Namun, ‘harga’ untuk persefahaman ini juga agak tinggi buat beliau.</p>
<p>Pelaksanaan reformasi-reformasi yang dipersetujui seperti pembentangan Rang Undang-Undang Anti-Lompat Parti, pembaharuan parlimen, had 10 tahun tempoh jawatan Perdana Menteri, dan rundingan rentas parti bagi Belanjawan 2022, rang undang-undang, dan usul-usul penting bakal mengikis sedikit sebanyak kuasa yang tertumpu di tangan kerajaan selama ini. Sebagai balasan, Ahli-ahli Parlimen Pakatan Harapan bersetuju untuk tidak mengambil sebarang tindakan yang mungkin ditafsirkan sebagai ketidakpercayaan kepada Perdana Menteri, tertakluk kepada prasyarat yang telah dipersetujui.</p>
<p>Walaupun langkah ini memberikan sedikit kestabilan bagi kerajaan Ismail Sabri, sekurang-kurangnya sehingga 31 Julai 2022, pihak Eksekutif tidak seharusnya duduk selesa dan befikir mereka boleh mengambil sikap sambil lewa. Proses semak dan imbang tetap akan diteruskan. Hal ini dapat dilihat menerusi sidang parlimen dan kenyataan-kenyataan Ahli-ahli Parlimen Pakatan Harapan sepanjang minggu ini. Setiap isu yang merugikan rakyat masih diangkat dan diketengahkan.</p>
<p><strong>Apa Yang Rakyat Dapat? </strong></p>
<p>Kerajaan tiada lagi alasan untuk tidak menumpukan segala usaha dan tenaga kepada langkah-langkah pembendungan Covid-19 dan pemulihan ekonomi. Rakyat sudah lama sengsara. Ramai yang hilang nyawa, ada antara kita yang hilang orang tersayang dan ahli keluarga, ada yang hilang kerja dan mata pencarian mereka terjejas dan sebagainya.</p>
<p>Langkah-langkah yang dipersetujui bagi pemerkasaan Pelan Covid-19 seperti penambahan RM45 bilion bagi meningkatkan keberkesanan program pembendungan virus, bantuan tunai RM10 bilion kepada 11 juta penerima miskin tegar, miskin bandar dan golongan yang hilang pendapatan, serta pengecualian bayaran faedah moratorium pinjaman bank untuk rakyat B50, adalah antara perkara-perkara yang akan menguntungkan rakyat.</p>
<p>Reformasi institusi seperti pemerkasaan parlimen juga bakal menambahbaik proses penggubalan dasar dan pembentukan keputusan. Ahli-ahli Parlimen dapat memainkan peranan semak dan imbang yang lebih berkesan menerusi Jawatankuasa-jawatankuasa Pilihan Khas Parlimen (JPK) yang dibentuk untuk memantau setiap kementerian. Bayangkan, jika JPK ini diberi kuasa dan sumber yang secukupnya, ia boleh memanggil Menteri dan Timbalan Menteri termasuk juga penjawat-penjawat awam untuk menyemak dan meneliti segala keputusan yang telah dibuat oleh setiap kementerian. Dengan ini, institusi parlimen yang diperkasa sebegini boleh menjadi vaksin atau insurans terhadap kabinet yang tidak berfungsi.</p>
<p>Namun, secara realitinya adakah persefahaman ini akan berhasil menurut teorinya? Dapatkah persefahaman ini bertahan sehingga tamat tempohnya? Hanya masa yang akan menentukan.</p>
<p>Benar, tiada jaminan setiap pelaksanaan tuntutan-tuntutan MoU ini akan berjalan lancar. Kita tidak nafikan juga ada pihak yang akan cuba menggagalkan persefahaman ini demi kepentingan dan agenda tersendiri. Setiap satu langkah ada risikonya. Jika dalam masa yang sama kita dapat menambahbaik proses demokrasi itu sendiri, apa salahnya kita mencuba.</p>
<p>Inilah demokrasi. Ia adalah sistem untuk mengurus kepentingan yang bercanggah. Ia bingit dan penuh dengan liku-liku. Hiruk-pikuk yang tidak berkesudahan adalah sebahagian daripada proses menguruskan perbezaan pendapat dan perkongsian kuasa. Tiada pihak yang akan setuju sepenuhnya. Perlu ada tolak ansur dan kompromi. Kita sebagai rakyat seharusnya menjadi pemain utama dalam sistem ini.</p>
<p>Komitmen untuk mempercepatkan pelaksanaan Undi18 dan pendaftaran automatik, serta kemunculan parti-parti baharu menjelang PRU15 akan mengubah lapangan politik Malaysia secara drastik. Tiada lagi parti yang akan mendominasi. Oleh itu, persefahaman rentas parti antara pihak kerajaan dan blok-blok berbeza mungkin akan terus menjadi salah satu ciri-ciri penting dalam sistem politik negara kita.</p>
<p>Sudah tiba masanya kita semua menerima bahawa dinamik demokrasi kita sudah berubah. Yang menang tidak akan menang semua, yang kalah tidak akan kalah semua.</p>
